I don't know of such a function , and I doubt it would be smart - at least on mobile it's not uncommon for me to get XX - XXXX visits from the same IP , generating XX conversions. So if I'd block more than once access per IP I'd block all these conversions
yeah if you're doing mobile, carriers assign one IP to large blocks of users.
You could set a cookie at first visit and when the user comes to your site you check if the cookie exists.
If the cookie does not exist -> show site
If cookie exists -> redirect to another page
