What would you suggest to someone who is just starting out? Why?

Does anyone have experience with both?

I think if you wanna do mobile display, go for WRW, and MobileAdScout for pop/redirect.

MobileAdScout is $497/month now it appears, that's kinda expensive, considering there are other tools out there...

If you click on the price it takes you to the billing page which shows $177/month.
