Multiple clicks from same Ip address on decisive

Ran a campaign for 2 days. Decisive shows 1,885 clicks. Voluum shows appr. 1900 click. But when I drilled down the data to look at ip address, it looks like only 937 of the clicks were unique. Almost 900+ clicks had 2 or more visits. What's up with that? Some IP address had more clicks than visits, how is that even possible. I am running this campaign only in 1 US state. Some single Ip had 10 visits and 7 clicks. It looks like half of the clicks were a waste, can decisive not control ip to a single visit?

Did your targeting include carrier traffic? AFAIK some (if not most) cell providers NAT mobile users to save on ipv4 allocations, which can explain part of it, although I'm sure there's bot traffic in there too.
It'd be interesting to see stats from a wifi only campaign/drilldown to the wifi campaign ID if you separated them.

I think that's pretty normal for 3g traffic.

A lot of mobile operators "share" IP addresses between multiple users so that's not a big deal.
