Does call only ads jack up bid prices?

Im bidding 1 dollar on keywords and being charged like 5 dollars with no mobile bid modifier in place. whats going on here?

That doesn't seem right. Look for other active bid adjustments. You can set them on locations or times as well. But, also be sure that there are no active bid adjustments set at the ad group level too.

You can also try chatting with Google. The online chat or video chat has worked well in the past.

Check your bid strategy under Settings. If you have something like "Target Search Page Location" without a max CPC, you can be burned pretty bad.
