The URL on the campaign creation page is for the campaign URL from your tracker.
Generally it's not a huge deal if you're rotating your landing pages- assuming they are compliant. We regularly crawl active landing pages to ensure pages running on our network are compliant to the policies of the exchanges. It can be problematic if we find non-compliant content running on our network, and could potentially lead to a rejection of your account.
