There are tonnes of traffic sources that have CPA bid modes available. Almost every mobile DSP.
Even Facebook does.
Just don't expect this to be the lucrative field of dreams you may expect.
Are you wanting to run CPI/CPA as an affiliate?
Many traffic sources won't provide such modes to advertisers unless they have big budgets, are direct with or are the advertiser, and if you are lucky enough to get access as an affiliate then you will often be competing purely on a "who can pay the highest CPI rate" with every other advertiser, as well as any direct relationships that will lock you out.
