I guess it's a long shot, I will ask anyway. If these is no ISP/Carrier or browser optimization feature in the Traffic platform, are there still tricks we can use to filter out the nonperforming ISP/Carrier or browsers? Thanks in advance.
If your Tracker can track it, and have redirect rules (most of Tracker should have this) then redirect the unwanted one to another offer.

Redirect the unwanted traffic to either an appinstall or a service like ytz.com
