I'm wondering if there are mobile ad networks out there that allows CPI bidding for affiliate app offers? I've joined one network that has CPI platform but they said that they only allow "direct" apps to be promoted.

I'm not sure, but maybe you can do CPA (cost per acquisition) for AdMob in AdWords now?
