Seems like most of the popular mobile banner traffic networks I contact are no longer accepting "Download/Play Now" type banners anymore. Anyone know of any banner sources that are still accepting these types of banners? Thanks!

IMO, that's the wrong solution to your problem.
Start testing other angles on your banner sources. I guarantee you're not the first one to have trouble getting your Download / Play Now angle approved. You however can potentially be the first one to come up with a new angle and blow it up on the traffic networks.
Decisive is still doing download banners. But haven't had success. Best of luck
