You need to prime the pump a little better.

There's tons of info on keeping accounts - if your just migrating one banned camp from account to account without running some clean camps through the account or even submitting them for approval you are not going to last long. That's just one dimension to a multidimensional problem

I've been using Adwords successfully for a number of years now. You just have to remember that Google like premium content. They don't want spammy products sitting on a spammy looking landing page. Think outside the box. Make your site look like a content site that is offering a genuine service or useful information (unique content). If you have an offer that really converts well, build a site around it. Outsource somebody to write an ebook on the subject and sell it on the site.... not to make money, but to make your site look more genuine to Google. Google always wants quality. They will catch up with Black Hatters eventually.

there's not a rule Google or fb made up that says "if they are clean for 4 weeks we will ignore them"
just keep an eye on how fast your approvals are going through, that should give you the info you need as far as needing to be cautious

Really curious about that one, do you mean there is a correlation between the time until approval and chances of getting a manual review?
