So after many months but very little luck with organic SEO (whitehat and blackhat), I plan on trying out PPC.
Question for those with experience: Does Bing allow you to direct link to the merchant's landing page and, if so, is this a viable business model for an affiliate marketer?
I know that Google AdWords does not allow this, so that is whey I would be using Bing. But I can't seem to find much info on this strategy - as to whether it is risky or not. The last thing I would want is to have my Bing account cancelled from the get-go.
I would not be using any cloaking (other than TinyURL) and no intermediary landing page. I would just direct link from my ad right to the merchant's landing page, as I feel their landers are of high quality. I plan on testing out many angles, tracking everything and scaling up any ads that convert well.

Only reason I am confused is because I tried to clarify with Bing via text chat. At first one rep told me I definitely would not be allowed to do affiliate marketing. I told her I couldn't find anything in their policies that disallowed it. So then she said, I could in fact do it. I know that AdWords does NOT allow it, so that flip-flop on her part does not give me confidence. Maybe she was confused on her part.
To add further confusion, my product is a health supplement. And on Bing's page of approved countries to market health supplements, the USA is NOT included in the list! So I bought that up with yet another rep on text chat and he said, no problem - you can still market to USA even though it's not listed as an approved country (!)
Guess I'll just prepare a campaign and find out quickly if it passes their editorial review.

Listen, as a guy who worked with adwords and bing for the last 7 years I can tell you, that in such sensitive niches like health supplement it isn't even worth to invest any minute to make your page compliant.
Go instantly by cloaking or you will start to cry after your acc has been banned even you invested 2 weeks to build some super great content page which goes by all guidelines. At the end there is still sitting some human who makes the choice.
Best example is the talk you had with the Bing rep. First Bad... Than Ok... Than again bad.... It's just waste of money & time & hairs
Haha. My account was banned after only 3 days!! And I thought I was being careful to follow all of their guidelines. Sheesh.

I was doing PPC for one affiliate product successfully and then decided to add a second product. At my affiliate network I looked carefully at all the rules for that campaign. The only exclusion listed for PPC was not to bid on their brand name. So I didn't. But I did add the brand URL in the display URL of my ad for Bing, since this is what Bing requires (if you send a user to the merchant's landing page, then your display URL must at least match the domain). Anyway, when I added the display URL in my draft text ad, before it even went live, I got an automatic warning that I was in violation of trademark! And then my account got automatically suspended.
I chatted with one of their reps. A "specialist" is now reviewing my account to see if it should be re-instated. What madness.
For Bing I can tell they will let you run it for some time but when you trigger a manual control (e.g. you change some settings, spend some amount a day...) they will usually block your account or to be more specific they will set the ad relevancy and landing page quality to 1/10 so it will not display. The good thing is that they are much more responsive than Adwords and you'll usually get a very good answer about what the problem is.
I'm not really sure what to use for cloaking, I tried justcloakit.com but it didn't work very well...
