Is this done from copying over html or is there a standard tool for this?
Either you save the page and try and change the code to point to where you want
OR
Pay a lander guy to do it for you.
httrack will do this for you, it's a "one click page ripper", but it has some downsides, so the cleanest way is to copy the html and then go line by line and change what you need to change.
If you are on a Mac SiteSucker works great.
It’s possible to actually just right click “save as” for some sites and that can do a good enough job. You may want to play with some of the html still to change small things.

As far as "ripping off." What I suggest is to split-testing other people's landing pages so you have a benchmark. From there you should be split-testing improvements in the page, or testing your own creations. I don't advocating simply just copying other people's landing pages, as you don't actually learn or have an edge in that department.
