To do that I'd like to have some angles that work consistently across offers. They don't need to be a good angles, they just need to have the same attractiveness across multiple offers.
For example, is there a way to find an angle i know will get a ~1% conversion rate on browser app installs and another angle that will also get a ~1% conversion rate on music player app installs. If there is some sort of tactic used, or a bank of old used angles that would be great

most browser apps use the speed angle.
but using the same angle for different offers doesn't make it a fair comparison, or necessarily indicate the stronger offer. You should look at the play store for an offer, read the reviews, discern/test the strongest selling point and use that as your angle. and do this for each offer. and then see which one makes you the most money.
Thanks, but to be clear, I'm not looking for a magic angle that will work with all sorts of stuff. I'm looking for generic angles in there respective fields. I'm looking for an angle that works poor/average in app "A" and another different angle that works poor/average in app "B". See what I'm saying? All that I want is for the quantity, of poor/average-ness of each angle be the same with respect to their designated apps.
What you are after is a broad angle that will appeal to a large demographic.
However you still need to narrow down on a niche otherwise it will be too broad.
So for example for app installs / utility / antivirus you could use the "Is your phone too slow?" angle.
If you decide to go for email submits / sweeps / vouchers you could use "You have a chance to win (1) free gift" and so on.
