Stupid Newbie Question - Step1/Step2 offer

I see in my account offers that say Step 1 or Step 2

What does this mean? I only get paid for Step 2 if user completes both steps? or Step 1 only needs to complete 1 step?

Step two is the upsell. Put both into your presale!
You will get both conversions. Split test offers to get best attachment rate..
Attachment rate means how many step 2's link to your step 1.. step one will always be higher.

Thank you. But doesn't step 1 link to Step 2 since it's the front end offer?
