How to block traffic from ISP?

In my Voluum stats, I often encounter traffic to campaigns that were paused days / weeks / months ago. The culprits are generally Websense and Webair.

I have blocked the IPs / IP range via .htaccess, and have also blocked bots via robots.txt. My understanding is that the IP blocks are working (sending the bots to a 404 page). The bots still seem to hit the Voluum campaign URL, however, adding 25+ lines to the reporting when there was not real traffic.

Is there an efficient way to block all traffic from these two?

Thanks

You are blocking carriers on your server but the Voluum tracking is pointed on Voluum's servers.

Would be best to check with voluum to be 100% sure but I doubt you can block these from the voluum tracking url ( from your landers you can block them finde though ).
