Facebook Ad - Pausing vs. Starting New

Is it better to change the targeting of a campaign ad set (that's working) OR is it better to start a new ad set by copying over the targeting criteria instead?

I remember seeing t hreads about how pausing is bad b/c it resets data history, so I was wondering if this had the same effect. (I've noticed that if you change targeting makes the ad set go into "in review" mode

In both cases your ads will go into review mode - depending on what you're running - I'd probably just start a new ad set... I like fresh starts!!

100% agreed with FBQueen, but ...

...PAUSING (without changing anything / i.e. no FB review needed) and re-activating has boosted my CTR

I don't have the data to back up my hunch.

I guess FB users needed a break from my ads :-)

I would start a new one myself and maybe run them simultaneously , just to make sure that I had clear comparisons between the campaigns. I can't imagine any advantage from using an existing ad with modified targeting.
