Say I'm bidding $0.22 CPM on Decisive, I'm winning most bids and my actual CPM is only $0.11. Does this mean that I'm likely the highest bidder and that on average, the next highest user is bidding around $0.10 CPM?
Depends on what "most bids" means in this context. But assuming you're winning 80% or so of bids, and this is on a single placement, then yep, I'd assume that.

Hey MCSteve, I bid quite a bit on that platform daily. My understanding is that you are correct, but keep in mind there's dozens/hundreds of mobile DSPs out there, constantly bidding and these bids are happening in a fraction of a second, if you're thinking of adjusting your bidding off SMART to flat, it's not always a straight exact science.

Yes, you pay 1 cent more than the person who lost the auction to you. So on average you are bidding against people who are willing to pay $0.10 CPM.
Though Mr. Yaz makes an excellent point. Smart CPM is made to bid variably in the market in real-time.
