Unable to create new FB Ad Accounts in Business Manager because of bad standing

I get the following error every time I want to create new ad accounts in my Business Manager (I have 2 disabled ad accounts in there)
"All your ad accounts have to be in good standing in order to create a new one"

What can I do now?

The only way I see right now is to create a new business manager account?

Fix the 2 disabled accounts, if not able to, get yourself a new fb acc. No other way.

Assign those accounts to some other Business manager.
Then remove it from your Business manager.

It could help.
