Celebrity images? YES or NO?

Hi,
1.I have an idea for some banners that would include celebrity images.
Is it allowed to find images (using google) that are available for commercial use and modification, and put them in my banner ads?
For examply, I would google for Justin Bieber, find an image that can be modified and put in on my banner? Is this legal and allowed, will I have trouble with Justins lawyers

2. Also, another question on the same subject... If some popular website (TMZ) has a nice picture I could use, but they have rights to it, and they host... Can I use that image, by putting it on my page with some HTML code, basically I would just implement the picture on my website from their server, like an iframe.
I hope you guys understand.
Is this allowed and legal, or they will come after me?

I'd advise against it unless you have a lawyer ok what you're doing. Yes they can come after you.
