If you are running a campaign on RUN and a target/placement converts after 1 click. Should you put that target into a separate campaign or wait until it gets more traffic before you do it?
You could split off that target, and see if you continue to get lucky. You are effectively accelerating the testing on that one particular target by throwing more money at it. You just need to figure out how much money you're willing to spend before you decide to cut it.

How much x offer do you recommend per target?
A good rule of thumb is the oft-quoted 2-3x payout. I disagree.
Spend whatever you're comfortable with losing. I'd say 80% of the time, that target doesn't pan out, 10% of them will break even or be slight profit, and the remaining 10% will be mega converters.
Adjust your testing budget accordingly.
