Create Localized Massive Campaigns for Adwords Automatically?

Is there any tool available that I can use to generate city and state targeted campaigns on adwords?

I have a directory that ranks just low enough to miss out on a lot of traffic, and I'd like to compensate with Google search ads like "widget in houston tx"

How can I do this quickly for all cities and states, or at least the most populated cities?

Not sure about 3rd party tools but you could use AdWords editor

In adwords editor, I'd still have to create each ad individually, right?

There is an import/export function in adwords editor

1. create a campaign with a few ads, keywords etc. in adwords editor
2. export the campaign as a csv
3. try to understand the structure of the csv
4. work in excel, automate if possible
5. import back into adwords editor
6. adwords editor will tell you if there are some errors
7. correct errors
8. go, go, go!

if i remember correctly you can easily do this with "efficient ppc"
