I read that you should cut an offer if a conversion has not been made 4X the payout. I was curious about offers that target multiple countries?
Let's say you ran an offer in the US and it hit 4X the payout without a conversion.
Would you test that same offer in Canada to 4X the payout or cut the offer altogether?

The 4x payout is a suggestion, not a hard rule. These rules are good for beginners who are learning the game, but once you gain more experience then you can weigh in more factors.
It's like learning a martial art. At first, opponent does this then you do that as a rule. Once you're good, everything "flows" and you go by feel.
To answer your question, it would be 4x for EACH country.
Treat USA, Canada, Spain, etc. as different campaigns.
I've had campaigns that were 100%+ ROI in country A, and -100% ROI in country B.
There's so many factors involved why one country does better than another. The merchant processing, the offer's landing page, your funnel / translations, the quality of the traffic to that country you're sending, etc.
