I've been oout of the Facebook game a few months so not sure what new changes have been implemented but of late have been running a few ads for my offline stuff.
However today (this morning) I created some ads and they were approved and activated rather fast but they have been idle all day, no traffic to them.
I know they are not fully 100% running because it does not display the little spent text next to the campaign budget i.e $X.XX of $X.XX it just says $X.XX
I've had this happen before last year sometime but always came back to life around 12 hrs later.
It seems to be like some kind of account review but they don't tell you about it, just leave you sitting there like a lost soul! Tad annoying to say the least!

This is happening a lot lately, it may start spending or may get banned. Good Luck!
So what causes it? Is it submitting X amount of ads in a given time or?
Just an update about my situation:
The ads went 100% live pretty much on the stroke of midnight so i'm going to assume they go into some kind of manual review que.
We know it's all a guessing game half the time with FB, barstewards!
Budget might be a trigger, setting a $1000 budget immediately usually won't cause FB to spend at that rate for a day or two depending on how established the account is.
Account budget or adset budget? Sorry bit confused as to what you're saying mate
