[Newbie]Change traffic type or target another country/offer? - Not much traffic..

Hi there!
I just started promoting a mexican PIN Submit Offer that allows only Telcel Traffic.
The problem is that I cannot get traffic somehow. I'm on Decisive & Tapit! right now and I have troubles getting traffic on both platforms. On Decisive I bid much higher than the avg CPM and I also have $50+ account balance. Same thing goes for Tapit (I set CPC to 0.05). When I checked the Planner on tapit, I realized that Mexico Telcel, has only 47.000 impressions daily on Android. So far I spent $25 on the translation for Banner and landers. yeah, I paid more for translation than for traffic lol.

And yeah, what should I do now? I'm not really getting traffic, therefore no data/conversions.
Should I target another offer, maybe another country where there is more volume? Or could Pop under ads work for this kind of offers (Utility App). I thought maybe there is more traffic with my settings on pop under ads but I'm not really sure.

What do you think?

PS: I chose this offer because my AM sent me a list of offers with high volume. This was one of the less offers that had a "not-too-high-payout"

There should be plenty of Mexican Android / Telcel traffic out there but some DSPs will have mainly WiFi traffic (e.g. Decisive).

Try other DSPs. It will be the same with pop sources that let you target carriers, will just have to test or ask their support for indicative volumes.

I'm not sure what the best sources will be fro Mexico/Android/Carrier, maybe someone else will chime in.

Hmmm. I went Yolo yesterday and set daily budget to $100 overall. Set the CPM to $0.70.
yet, it didn't even spend $5 lol. And on Tapit only the 300x250 ads got a little bit traffic.

Yes, you will have to explore a lot to find the traffic.

A quick look at several planners suggests mostly WiFi traffic. You may have more luck if you switch traffic type - e.g. doing PPV on various sources (inc. adult sources if possible) where there may be a lot more Android+Telcel volume.
