I'm just wondering if changing country into the billing address is one of those 1000s things that get your account zeroed by Google right away
I wouldn't worry about that (that's only for Facebook in my experience).
If you already have been banned from other accounts though, just make sure you don't touch this account using the same computer or IP address (connect remotely using VPS).
Had a similar question here actually.. I have an account which was banned a couple years back, so Im starting a new one . My IP has since changed and I can use a different laptop and credit card, however the name and address is the same as it was on my old CC. Does that matter?
@mediabump: Same name and address could get your new account banned again, yes.
@adsurfer: I think if you use CCleaner + Flash Cookie Cleaner combination you can still use the same computer (at least this worked for FB)
Changing billing address per se won' t earn you a ban, but it will flag your account for review always.
