So I see some people link just to an mp3 sound, and some link to an mp3 sound and also to an ogg sound (different extension i.e. file.mp3 file.ogg).
My question is why both of them? why not use just one of them?
is it because some phones can't play mp3 files?

yes it is exactly as you say - some of the browsers support only let's say ogg - so once you put both of the formats between the <audio> tag, the supported one will be played.
