I want to promote Dating offer with Facebook,
Since this is against the rule, I think another way ...
How about promote a blog post, article, guide, or etc which is indirectly promote dating offer ?
Ads => Blog Post => Click the offer => offer LP => Lead!
For example I create a blog post about "How to become confidence in front of the girl that you like", then, in the end of the post I write about a dating site which is recommended for people who have low confidence. That means I promote my blog post in Facebook not the dating site.
Is this method safe?

This isn't anything new, people have been running dating campaigns through less direct methods like this since the advent of the dating blackout.
Is it safe? Shit no. Facebook is far from stupid. If the ads do get through they will get retro'd later and you will get your account banned, pretty much guaranteed.
If you want to run non-compliant on Facebook you need to employ strategies with far more depth than just a landing page.
