...but I had banner advertisements that linked to other landing pages that I didn't have control over....
...which may or may not be compliant?
Clearly not... let's say you get busted, your payments get withheld, and/or the network eats it for you, which would then mean end of business for you with that network.
You might get away with it on low volume.
