On paid search say... Adwords. How do I get my "keyword relevance" up? That is the only thing keeping my QS down out of the three things (landing page quality, load time, and keyword relevance).

Do I create an adgroup for that specific keyword and include only that particular keyword, and then include that keyword as the headline? Would that increase my "keyword relevance"?

Yes but your keyword needs to show up on the landing Page as well.

Custom landing pages per adgroup is the way to go

Time = money but in a good way

Take the time to build a good campaign not a sloppy one

Ppc isn't for lazy marketers, so do it right and beat out the others who won't put in the effort

You don't necessarily need a LP for every adgroup but most definitely your top 25% volume keywords should be very targeted.. and I would also setup an adgroup / lp for each of your best converting keywords.

And optimize everything, title tags, meta tags, h1, h2, etc, body text has the keywords in it, the LP url can have the main keyword in it.. etc.

Everything needs to be very very targeted for adwords, it requires work.

QS isnt based on those 3 things alone. You could be getting bad QS from account/campaign/ad group/kw/ad history as well and several others reasons.
