I want to throw a question about Adwords out and see if anyone has an answer.
On pure click to call with no lander url showing on the ad, if the lander is compliant with Google’s policies (privacy, about etc), can the url that the lander is on not have back up material (articles) about the niche that the ad is about? Will something like this be banned?
I know no one knows for sure, because you never know about Google, but I am asking from your experience.

With enhanced campaigns, you can't root out 100% of website clicks, you can get pretty close, but not 100% there. However, why would you want to use a url with content unrelated to the product you are promoting? You are going to end up with a low QS, a bad user experience even if Google did approve your ad.

If I had to set up a website with full content for every test campaign, I would never get any volume.

I can see your quandary. Does Google actually care about what else is on the site? Perhaps they do, not my area of expertise, but it seems like an ideal scenario would be having content-rich sites built to then be umbrella's for single-pages for specific campaigns?

I think he's saying he would never get any campaigns set up and get traffic flowing, since it would be too much work to set up full fledged sites just to test a single/simple campaign.
To answer OP: I haven't actually tried putting
completely unrelated content around the promoted page/article so wouldn't know for sure, but what I usually do is just put up something quick and go by vertical.
So for instance if you were promoting PC support (tech support, software, hardware, etc.) just set up a "tech" site focusing on computers.

I don't believe it would get you banned, but you likely wouldn't get a very good QS, especially at the start.
You could set up some really simple LP's with limited content, to test the volume in the vertical or keywords. Then, later you could take the time to build a content-rich site, once you know there's an opportunity.
A one-page lander with privacy policy/terms and a contact us page should do the trick, to start. Do NOT link to any external URL's, just add the phone number.
