Plenty of display networks handle this region too. For example, PuntoFox or Adperium come to mind.

You can get in with yahoo, msn and uol just got to be persistent and have some cash to spend. Also, depends on what your'e trying to run of course. All 3 have great traffic and can be negotiated down in price.
