Best Way to Call from US for a VA?

I want to outsource phone calls to someone out of the country, but its important for me that their number gets picked up as a regular US phone number. Is this possible and whats the best service for this? Could they make a US skype account and use credits or is there a better way?

you can use a VoIP service for pretty cheap

Www.nerdvittles.com use their hookup into rentpbx. Comes complete with Ivr, voice recording, and a whole slew of other business phone features.
