I pay per week a fixed rate in the local currency. I then pay out bonuses with their invoices as I deem appropriate.

Seeing that you want them for design, I would suggest a quota-based output, and perhaps a list of angles / guidelines. Probably wouldn't hurt to share with them data on the banners that converted well so they can try and guess what elements are working.

I'm no expert at this but I've found 2 great Russian programmers over the last 12 months on Odesk.

I start with small tasks and scale up the amount of tasks.

Try hiring some Polish developers. Great quality, peanut prices.

Onlinejobs.ph is great for long term workers. Odesk is great mainly for 1 time projects and sometimes long-term workers also.

You will get generally more loyal/long-term workers from Onlinejobs.ph though. I am in the middle of hiring someone from there right now and it is going great.

I pay $3-$5/hour for someone who is good in both HTML/CSS and Photoshop.

OnlineJobs.ph or EasyOutsource.com.

For a more detailed presentation on outsourcing check my speech in Bangkok, both the video and slides are on the forums.

Another vote for the Philippines. I've found my long term VAs through VA firms but it's all the same. Pinoys are loyal, smart, and have an excellent command of the English language.
