Mobile Web Ads to run affiliate product?

That might be a stupid question for many of you ....

I want to run a Mobile Web Ad campaign (not InApp!).

NOT POSSIBLE:
AdWords: possible to target smartphones/tablets, but doesn't allow affiliates
AdMob: InApp ads only

Any network you can recommend?

Adwords isnt directly banning affiliates, it depends on the offer.

You can try go2mobi for example, they have mobile webs in the inventory, just as any dsp actually.

Virtually all the main ad networks will allow you to target WAP and APP separately.
Decisive & inMobi off the top of my head
