I'm new to this game and have seen many people mention "scrubs" in a derogatory manner as ROI begins to go down.
Could somebody explain what this actually means? From the context of what I've read it appears to be the hand that feeds you biting you (after you've fed it)... which is quite confusing... to a brain the size of mine.

When people refer to scrubbing what they mean is that the advertiser is not giving you credit for leads generated. This is very common with email submits. Somebody wrote a good blog post awhile back on scrubbing vs. shaving if i can find it i'll link it up.
