I was wondering is it better to initially test a campaigns banners/landers/offers at a high cpm or a low cpm?
Ive noticed that the data changes on different cpms, such as epc, ctr, and other stats.
Is it better to be one of the first when your ads show up when testing as well?

lol, this is so not a newbie question 
I know some guys are split testing that. Someone please step in if I'm wrong on that, but basically there are only 2 bidding scenarios in the long term:
1) HIGHEST BID - first impression. You get more quality traffic at a higher price
2) ROI OPTIMIZED LOW BID - you try to bid low and raise your bid only if it gets more profit. So you bid low and raise your bid until the ROI for the last +0.01 increase approaches 0, as that's the point where you profits should be maximal
I usually bid low, but again, splittest

My assumption is it might be better to bid high first to see if a campaign is worth pursuing or not quickly because eventually when you scale your going to have to bid higher anyways?
Or on the alternative launch multiple campaigns with lower cpms?

Having multiple low bid campaigns will just equal a higher frequency and competing with yourself, as far as I see it now. That beeing said, testing > forum advice
