I'm checking out a Du Browser offer for Mexico, and when I'm in my VPN checking out the offer (with Mexican IP address), the landing page is a du browser googe play page.....in English.
My question is if my ads are in Spanish, won't it be a HUGE disruption to bring these people to an english offer page?
Since I'm browsing with a Mexican IP address, I would've thought the default language on Google play would've been spanish. But its english.....doesn't make much sense.

Yep.
Google Play will localise but they will do it not just based on IP.
Remember in a real device people are going to have a different system and browser language setting and are likely logged into Google where their defualt langauge is also set.
You can force localisation if you want to check by adding &hl=en for example to the Play Store URL. E.g. add &hl=es to turn it Spanish.
Note that the app description won't localise - which is why some companies have multiple apps for the Western World, Japan, China, etc.
