It depends on the type of offer.
Generally you want as high purchase-intent traffic as possible, so that would suggest Google PPC as an obvious initial place to start.
Are you looking for web or mobile lead gen?
In my experience PPC and PPV both tend to do well with web lead gen offers.
Lead gen can cover a very wide range of products and services, and the channels that would work well for one type of offer can be very different from a channel that would work well for another type of offer.
