I am planning to promote german mobile adult offers and focus on it.
I will like to know if I should just use beyond hosting or use a local host in germany.
My concern with using a german hosting firm is understanding the control panel interface because of the language.
Any suggestions?
I wouldn't worry about language, surely they would have an English localisation option? You could also just use Chrome and translate the page on the fly.
Anyway, I take it you are hosting your tracker on a VPS? Just go with something in the UK/Amsterdam, very common data center locations. The connectivity in Western Europe is excellent so having a VPS in Amsterdam is of very little disadvantage vs having one in Germany.

As long as the landers aren't too heavy you should be fine just hosting in with BH - but do offload all static content onto a CDN.
Having a VPS in Europe would be better but the speed boost may not be much.
