What is the purpose of cloaking and why it is important?

I have been reading that we need to cloak on facebook and also using cloaking for Affiliate network too. I just don't really understand why this is necessary? Can someone please explain this to me in a way a newbie would understand? Also HOW do you cloak? I am looking to start on facebook.

Cloaking fb has a huge impact on the ctr when running dating offers. Gives you the ability to target interested in all thus widening your audience and tapping into millions of people who haven't been bombarded by ads. Fresh eyes > More Clicks
Even if you're running compliant ads and offers, having "fresh eyes" is a big edge

Note that there are two times we generally refer to cloaking:

1) when you are trying to hide referrers. Generally from affiliate networks. Generally involves meta-refreshes, SSL, javascript, etc. This isn't to hide any non-compliance on your part, it's so that you keep your landing pages, domains and so on as private as possible so that no rogue untrustworthy folks steal your creative content. It does happen once in a while.

2) when you are running campaigns that a traffic source wouldn't normally allow. Most prominent on FB and Adwords. This involves a myriad of techniques that I won't get into. It is always against the traffic source ToS and people get accounts banned every other day when running cloaked campaigns.

There's a lot of money in it, it is not for newbies, it won't make you a better marketer, and because it is non-compliant we try not to talk about it on the open forum where anyone from anywhere can read. FB Risk Management have perused this forum in the past. Smart people know when to not talk about specific things. Just like how you wouldn't discuss the recent movie you watched on bomb manufacturing while you're sitting in the departure lounge of LAX.

Regarding number one above, aren't the networks getting your landing pages anyway when they insist on approving your creatives and LPS?

Yes, but not all campaigns require creative approval. And that doesn't mean you out the domain names that you control.
