I would like to ask veterans here in case I don't have WhatRunWhere. If I want to browse Mobile web to see Ads and click to view LP, does someone has mobile web list for major Mobile Ad net? If you have better idea, please shout to my ears. 
Note: I have HMA.

You could ask your traffic source for a list or check their planner, for example decisive has a planner.
for Decisive, let your campaign run for a while. as soon as you have some traffic then open "live report". you will see list of site/app that show your banner there.

You could use BuiltWith to find sites using certain exchanges and ad servers:

You will have to pay $$$ to get full listings though.
You can probably use sites like SimilarWeb to scour around and find some placements, but to be honest this kind of intelligence, i.e. what sites run what ad networks, is highly valuable and therefore usually comes with a price tag.
You could probably get results through Google as well if you searched for adserver URLs.
Best free method? Probably to join as many non-blind networks as possible with planner data and search through that to find placements that are monetised through exchanges that you can get access to.
