I'm diving into mobile and had been running campaign for a week.
Offer : Dolphin Browser - 11 countries - App Download
Offer type : CPI - android app
Geo : Hong Kong, Saudi Arabia, Taiwan, Turkey, Egypt, Brazil, Mexico, Malaysia, United Arab Emirates, Philippines, Thailand
Traffic Source : buzzcity and airpush

What I have done , i came out with 4 angle and 4 banners each angle with 2 landers for each angle.

I have turned this into a follow-along to motivate you!
So far the data looks like most mobile app campaigns - high traffic, low conversion rate, many tears.
Initial thoughts:
1. You should test this in Filipino rather than English. Always localise even if the app itself is in English-only. If I can understand a little German, I'm more likely to use a German app after being pitched it in English as the ads will make sense to me.
If you add "&hl=tl" to the end of the play store URL you can see that Google supports Filipino, so the store will likely load in this language for a local user. There is thus not a huge drop in language continuity.
2. Your CVR and lander CTR could vastly improve, particularly the latter. This again could be aided by language localisation.
3. For the second stats, are you going global i.e. targeting all those countries but with English banners? Not going to work well I think. Even if it did, the data optimisation would be painful.
Next step: Show us some banners and landers and let us help you improve them. Dolphin browser is popular and there is scope to do big volumes in most of those geos - but it will require testing many angles (impt!), localised banners and landers, and digging deep into the data. I have no experience with Airpush, can't really advise on it's suitability. BuzzCity will provide a decent amount of Asian traffic, but be aware it's hard to optimise there by publisher IDs, because they have an antiquated system.

Yes I was going global with a eng banners campaigns. Targeting all the geo in the offer.
Reason why I did that , was because I wanted to test my traffic source. Which country are sending the biggest volume.
I agreed, it did not work at all. Hence now I have began localizing for the top 3 countries sending volume from my traffic source.

1) how do you add "&hl=tl" to my

1) You can't. The affiliate network determines the offer URL, not you. You need to hope that they don't add an hl term so that the user will automatically add one, rather than be forced to a specific language.
2) You should always have an angle in marketing, it is fundamental.
Test your affiliate URL using a VPN and through e.g. a private session in Chrome, try changing your browser language setting, etc. You will be able to figure out if it localises automatically.

I have done some localization for 2 angles to test it out , below are the results.

Seems like angles are not working hence , i'm will be adding more angles to test. Will update again on results
Yep, something's not 'clicking'.
And since you are using BuzzCity there is limited scope for granular optimisation of pubs, arguably the most important variables.
Try new angles, or a new traffic source.
He means if one website or app you are advertising on through BuzzCity is not performing well, it is difficult to pause just that one site/app. The reps from Buzzcity make you jump through hoops to enable that feature.
