Is it possible to ad banners with pausing a campaign on decisive?
I have a campaign that is going well and I'd like to ad new banners to the mix but not pause my campaign for the 7 some hours that it takes them to approve. Is there anyway around this on Decisive.
I believe is not possible, but what I've been doing is to clone the campaign in which you want to add and then adding banners to that one, (keeping it paused until approved) then, once is approved I switch campaign.
I don't know if it's the best approach, but I'm sure some of the gurus here will pick up and give you the truth. 
What gasguirre said will work if you don't care about your stats on decisive being split into multiple campaigns. I like to look 7-14 days+ back on my decisive stats so that wouldn't work for me.
I just do it when the people are sleeping. For example, if I am running in Brazil, I do it at 12am in Brazil. By the time they wake up, the creatives are approved usually and I don't miss on much traffic.
Better yet get in contact with a Decisive rep and ask if you can organise a time where you can submit and have them looked at immediately, giving you minimal down time.
I just clone a campaign to run while my main campaign is paused, that way I only lose stats for the downtime.
