Less competitive country for mobile
I'm just starting our mobile and I would like to know from someone experienced in this vertical - which country is a good, not-so competitive starting point to test the waters?
I don't need anything scalable, just less competitive country with some mobile offers to buy traffic from 
Anyone has something in mind?
Is Decisive average CPM cost a good measure to determine how competitive the ad space is?

I'm not sure about competition but average CPM vs offer payout is a one comparison you can do but it doesn't take into account average conversion rates and differences in culture, usage patterns, etc.
Try comparing Decisive average CPMs to offer payouts.
I would do some research and learn about mobile penetration/adoption, CPI indexes and other advertising metrics.
There are plenty of white papers out there, just look at places like App Annie and advertising platforms that pride themselves in knowing the mobile ecosystem well.

All right, thank you for your tips!
As I don't feel comfortable opening 3rd newbie q&a thread within 2 days, I'll just go ahead and ask another question right here... 
So I've been reading ton of mobile follow along threads from experienced members and members trying mobile for the first time too and almost all seem to make a profit or at least break even, so can you please tell me why is there 80/20 rule? To me it seems like with perfect gameplan, large enough budget, solid offer and analytical skills every GOOD offer is profitable 
And another one.
Do I really need dedicated server or at least good VPS (I have shitty one + hostgator shared) to start mobile marketing? I will probably be pushing low volumes anyway and renting good VPS or Dedicated server is big money compared to my ~1k$ starting budget right now.

I'm not sure what you mean by people always breaking even or seeing profit - I think it's the opposite. Most follow-alongs don't go so well at least on their first attempt, which is representative of real campaigns - 90+% of what you do simply won't work.
Every 'good' offer is not always profitable. Never will be. Whether your specific campaign is profitable depends on too many things - the traffic source, its costs, your angle and creatives, your tracking system and infrastructure, the offer and all its influence, as well competition from other advertisers.
Sometimes the same campaign duplicated on 10 different traffic sources, all else being equal, will give 100±95% ROI.

the worst thing you could possibly do.
Use
Voluum for tracking (free...) and if you want a VPS, get a $5 droplet from DigitalOcean. Can't complain at $5.
Is that 1k budget total, or per month? You'll want to play it safe and spend slowly if you are trying to learn mobile with 1k total.

Thanks! Well I have VPS but it's already running full throttle, so I will just get another to dedicate for mobile over at DigitalOcean as you suggested bro!

Take similar offers, set em all up on a split test in your geo of choice. Use generic banners (for example picture of a smiley face or whatever) and run some data.
It will tell you in that geo which offer is the least competitive based on your CR result in the split test.
That's what we do, and it works great.

Only my native, Latvian, but it's too small geo with little to no offers. But I can get 100% perfect and free Russian translations too

So keeping that in mind I found a hot offer over at Yeahmobi, it's a web browser paying 0.55$ for Russian installs. Found it in a couple other networks I'm signing up with now to split test. The only downside is that it has 10k daily cap, well, but I guess thats large enough cap to work with. Offer is also available for different countries so there are some massive scale possibilities.
Already have a few cool angles combined with targeting in mind.

Russia is a GREAT geo on mobile...can be a great place to start.
10k cap is nothing to laugh at - it will be a $5k/day campaign!? Spread it across 3 network and you have a 30k cap.
