I have a few campaigns for the same offer (convert on simple registration). Each campaign is built for a single url target and all these campaigns have high CTR 20%.
However, the offer have very low conversion rate. (example 86 clicks but only 1 conversion.)
Both target and LP are relevant to the offer.
I have thought of a few things to follow up:
Test more relevant targets.
Edit LP to make it even more relevant to offer.
If both still don't work out, might be offer too popular and many people have already sign up for the offer.
Other than this, anyone has any explanation for this low CR? or advice to follow up?

Do you know that the offer's working for a lot of other people, on the same network and the same traffic source you're running it on?
I'd strongly recommend two things:
1) Test any offer on multiple networks. You will not believe just how big the CVR difference can be between networks.
2) Be very skeptical of "hot" offers. If they don't convert for you, try another angle - but if they still don't convert after that, personally I'd usually recommend moving to another offer.
