Could someone recommend me a network with quality traffic for financial offers (USA)? I've read some positive reviews about sitescout and exoclick but I am not sure if these two networks would be my best bet. I am fairly new to the CPM media buying so this could also be taken into a consideration.

CPM is just a bidding mode... by media buying are you saying you want to generally run ads on self-serve i.e. RTB sites like SiteScout?
Outside of direct buys, your best bets are probably SiteScout, Bonadza, Adperium etc. since they have a low barrier to entry. I have no idea which self-serve networks have better placements for financial services but someone might.
Do be aware that on SiteScout for example you can burn a tonne of $ very quickly if you aren't cautious.
I just like to run ads anywhere I can (besides direct buys) based on CPM metric. What do you mean by "low barrier to entry"? We have funds to spend but we would like to start with a quality network and take full advantage of it before moving forward to another one.
Barrier to entry based on spend (i.e. don't need to throw down $10k or something).
There are other larger networks that could work - check http://en.wikipedia.org/wiki/List_of...ising_networks to get an indicator of size.
No idea which have better financial pubs.
