I'm looking for an adult network with popunder and also retarget capability. Exoclick nearly has what I'm looking for, however, their retarget only works on users who originate on a campaign starting with their network. (lame) I would like to build a retarget list, much like I do at sitescout for non-adult, for everyone who visits my website.
Know of any?

There is no such thing on pure Adult networks, RTB has not reached adult yet.
