If I create banner ad, of any size/dimension with animation, will it always work? or there are some sizes that don't allow animations? interstitals, etc.

From a technical perspective the image resolution is irrelevant for the animation.
From an advertising perspective, you should check your traffic source's advertising guidelines or contact a rep.
Generally they will allow animation across the board but may have different rules for different ad types, and/or might convert the ad to 1 frame only anyway -- and probably notify you about it.
