Of course this isn't working when I hit "Test offer" on F5media (testing and tracking)
I have a feeling might have to do with this part.

What am I doing wrong?

That all looks fine and should fire conversions back to p202 just fine.
It won't communicate conversions to Decisive though.
In your tracking URL that you paste into Decisive I would recommend editing the end to have:
...&t202kw={{{creative_id}}}&s1={{{bidhash}}}
This way you will be able to look up the values of s1 - i.e. the bidhash, for every converted click, so that you can send this info back to Decisive.
P202 has a third-party postback feature that lets you do this automatically but I'm not sure if it's currently working as intended.
I see that "&s1={{{bidhash}}}" is added on decisive. But if you see step 3 on prosper^^^ I don't have an "s1". Is this correct?
Woops - prosper202 uses c1-c10 not s1-s10.
You'll need to change Decisive's link again to have ...&c1={{{bidhash}}}.
I'm not sure what step 3 you are talking about but you can add t202kw, c1-c10 to any prosper link regardless of any setup - they are always collected.

Under "affiliate URL", you need to add &s2=[subid] at the end - that'll pass the subid as S2 to F5, so they can then send it back in the postback!
That looks fine.
Don't rely on Cake's test offer functionality.
Load your tracking link through an appropriate VPN server, in a browser in private mode (no cookies!) and actually go through the entire conversion process.
Best way to vet it.
The clicks show on prosper, and decisive, but are not showing on the affiliate network side.
I also think that it's strange that after about 1000 clicks I have 0 leads.
This setup (prosper-decisive-f5media) is driving crazy!! Can't believe Im still dealing with basic stuff. I am sorry for all the questions. Im not so sure I did this correctly. Are there some video tutorials on how to setup a (prosper-decisive-f5media) campaign?

You missed c1 on the affiliate link.

instead it should be

Other than that all is fine.
Now…Decisive didn’t approve my ads because of apparently “Unreachable lander”. LOL.. I’m still feeling optimist and willing to crack this sucker.
For purposes of MASTERING this, and overcoming my newbie ass, please follow and judge me as I setup a campaign from step 1 until is fully completed.

Step 5. Copy this generated link and paste on Decisive, but first add the following “{{{creative_id}}}&c1={{{bidhash}}}”. SO, it will look like this:

Well, did you check your campaign link to see if it actually went where you wanted?
You should always do that.
You are direct linking so you sent Decisive reviewers, who are not from Brazil, to an affiliate link that undoubtedly geo-redirects people who are not from Brazil.
Geo-redirection should not get in your way at this stage because you should be well aware of it.
Simplest workaround: Change your offer link (read: affiliate URL) in p202 to the offer URL directly, then submit ads. Once all approved, switch back to the F5 affiliate URL.
Yep most probably it's a geo-redirect issue.
