I'm trying to find one and I can't I have about 150 of them I was to resize and I'm not finding a free bulk editor at all.
Just resizing? Use Light Image Resizer, previously called VSO Image resizer.
edit: crap, didn't see the part about gifs. Not sure about that. That you'd probably have to use photoshop and setup a batch processing script of some sort.

of course you need to change the content of the script to resize not making POF ads, but the concept is the same.
If it's possible to do in Photoshop, then you can batch automate it.
Another possibility is Adobe Bridge but I would recommend Photoshop (honestly no point in a cheap/specific tool if PS can do it).
You can even program it to save the gif, and close the tab after the resizing and saving is done. So it was just a matter of opening them all up, and pushing the play button.

I use Batchphoto. Somtimes distorts the gif a bit but still works!
